Hi Adam,
try this: "How to configure an authoritative time server in Windows XP: Configuring the Windows Time service to use an external time source" http://support.microsoft.com/kb/314054/EN-US/#EXTERNAL or http://support.microsoft.com/kb/314054/EN-US I had the same problem some months ago. Trying to set the client´s time in the user´s logon scripts always brought me an "access denied" error for the already given reasons. If I remember right, it was this article that finally helped me out. This way the system time is set but the users are prevented from changing the time themselves.
