Sorry All, I figured out the problem.
I had a firewall setup on my server computer that kept it from being able to lookup the name of the sender. You can see this by going to http://www.vtdj.com/survey.htm and just clicking "Press Once To Submit" It takes a considerable amount of time to submit. Along with that, when I send e-mails from Outlook, it seems to hang for a good 20-30 seconds then it will spit out the message to the server. Anyone have any suggestions? Could this possibly be caused by it wanting to check it against the DNSBL? Thank you!
