I remember that the old frontpage (98 or so I think) would switch to ftp if
it couldn't connect to the site via frontpage extensions.  

So what I'm seeing is the webdav thing working with frontpage.  Since it
isn't true frontpage extensions running, some frontpage features must not
work??

I remember that Todd used to have an example of an online mail form in the
docs that would send a message to Microsoft asking them to release the
frontpage spec to third party developers..  A nice touch I thought!

FrontPage (the application) has worked with Sambar for years (i.e. it will
update sites via ftp or WerbDAV).  The FrontPage Server Extensions, however,
do not work with Sambar.
