There are 2 steps. Create a batch file that will issue the stop and start, then add a 
schedule to the built in OS task scheduler(if you need it scheduled)

Batch File(ie; c:\sambarres.bat)
net stop "sambar server"
net start" sambar server"

To add to task scheduler, from dos enter:
at 03:00:00 /every:M,T,W,Th,F,S,Su "c:\sambarres.bat"

This will restart sambar everyday at 3am.
