Your System administrator IP can be filled in, just as a quick check, your user IP field has to be blank, and are yyou using NT authentication? I had this problem when I tried using NT authenication. I was unable to logon from remote. Also, check your security settings, Security HTTP Accept for one, make sure its either a * or that it allows the IP range you need. Hope this helps!
