Your Right, This is an incorrect statement. I have 1 public IP and 5 systems routed through it via WinRoute. Now granted, I'm not running Sambar Server on all 5 systems, just the one that has the public IP. I have no problems with any of my software that is running on my intranet reaching the internet.
