Semi-happily this change has already been made to Makefile.PL, in https://github.com/samtools/tabix/pull/2 The tabix utility (written in C) is now maintained within htslib. However the Perl, Python, and Java tabix modules are still in the tabix repository and there would need to be another release of them made from there for fixes like this one to appear in a new release superseding tabix-0.2.6.
