You are correct that "*" is unspecified rather than zero size, but the
specification states the sequence has to be "*" or 1+ bases so the
empty string is not legal.

It's one of the odd corner cases, but perhaps no more odd than wanting
to store a zero length sequence!  I assume you want it there simply as
evidence that it existed?  I wonder what other tools will break though.

Another oddity is the one base long sequence with quality value 9. :)
