I'm not sure if this is a spec or implementation question, but I'd like to
verify that the BCF version of a bcf file, and the embedded VCF
header/version, are completely orthogonal. I don't see anything in the
BCF2.2 spec that says otherwise, and it looks like when converting from
vcf->bcf, the current version of bcftools always writes out BCF2.2, but
retains the VCF version in the input header. Is this correct behavior, and
a correct interpretation ?
