SandeshaGlobalInHandler should not create a Transaction if there is no RM work

At the moment, the SandeshaGlobalInHandler creates a transaction and gets a
number of RM objects when the message contains no RM Headers.
This should be changed to only create a Transaction and get the RM objects if
there is work to be done.
