Currently, in the case of a persistent storage manager on the service side, it
is possible for a msg to come into the global in handler but to not make it to
the SandeshaInHandler when the server gets bounced.
If this happens any later retransmissions of the app msg will be filtered as
duplicates, even though the app msgs have never been seen by the service.
We can improve this by not filtering the duplicate if we are inOrder, the msg
is higher than next msg to invoke and there is no existing invoker bean for it.
