RSP Support - LastMessageNumber on close/terminate and terminate when timing out

Sandesha does not currently support the Reliable Secure Profile.
Two ways in which is does not fullfil the requirements is it should include
LastMessageNumber in close or terminate messages.
Also, when sequences time out the RMS should attempt to close the sequence.
