After debugging for some time I observed that due to this error loading default
values.
It forces Sandesha2 1.3 to work only in InMemory mode even though it was set to
persistence mode in axis2.xml and modules.xml according to Sandesha2 Users
Guide.
Observations So Far:
Inside Sandesha2 utils package there is a file called: PropertyManager.java
that is responsible for loading policy.
However, after comparing this file with Sandesha2 1.2 it seems that a lot of
the code for loading policy has been removed in Sandesha2 1.3.
