Hi Sedat, For Ubuntu you can use my ppa to get the recent builds: https://launchpad.net/~rolfbensch/+archive/ubuntu/sane-git .
For Debian you should install Sane from source, if you want to get a recent version. For details please read INSTALL.linux (http://www.sane-project.org/docs.html). You can find recent information from Sane's website: http://www.sane-project.org/ . Please report if both, (1) 1200 dpi scans and (2) scanning from document feeder are working.
