At this case you will not be forced to integrate with SANE build ecosystem from the very beginning. It would be enough if you'll start with writing a trivial Makefile, and them concentrate on writing your C code.

Once you have successfully build your libsane-XXX.so.1, you may create a symbolic link from SANE drivers installation directory to your build directory. At this case, your driver will be automatically "updated" every time you rebuild it, without need of reinstallation.
