I have uninstall sane and built the backend from source and now scanimage -V reports the following
scanimage (sane-backends) 1.4.0.41-32fa4; backend version 1.1.1 (I am a bit confused why it has 1.1.1 still there) Additionally I started poking around in the code, and I honestly can't make heads or tails as to why scanning in 4800 res would cause it to slam the head to the end of the scanner while 2400 res works fine.
