In addition to what you already did, you have to add an entry for your scanner to the hotplug configuration file /etc/hotplug/usb.distmap. Just look for an entry for another EPSON scanner (e.g. vendor ID 0x4b8 and product ID 0x101) and copy that entry and change the product ID to 0x11e.
