Not much happened there...

I ran the following...
SANE_DEBUG_FUJITSU=15; scanimage --help 2 > eox2.log

and I got the output for the help, and the attached file saying no
device found.

Then I tried it a little different (specified device):

SANE_DEBUG_FUJITSU=15; scanimage -d fujitsu:libusb:001:008 --help >
ox2b.log

and I got a more interesting eox2b file - see attachment.

No, in this case the scanner is not detected at all, even when
"sane-find-scanner" and "scanimage -L" are run as root.

Anyone else with some suggestions?

Perhaps Sane works better with Hotplug, or I need to find some solution
based on "sudo" until udev support has matured in Sane.
