As requested by the file /etc/udev/rules.d/z60_libsane.rules I have
added a new entry:
# Hewlett-Packard PSC 1200
SYSFS{idVendor}=="03f0", SYSFS{idProduct}=="2f11", MODE="0664",
GROUP="scanner", ENV{libsane_matched}="yes"
One additional point. I think that udevd needs to be restarted after
editing the file, the instructions don't mention this.
