Hi.  I think I know the answer is yes to $subject.

I noticed an earlier thread regarding this scanner and possible
hardware issues but the last message indicated that it may have been
no Sane problem afterall..

Does anyone know if some simple apt-foo packaging changes can pull the
.22 version from Ubuntu repositories or must I probably build from
source?

No scanners were identified. If you were expecting something different,
check that the scanner is plugged in, turned on and detected by the
sane-find-scanner tool (if appropriate). Please read the documentation
which came with this software (README, FAQ, manpages).
