I just checked the given prefix on one such service provided by RIPE NCC <https://stat.ripe.net/widget/routing-history#w.resource=240e:2000::/19> and found that the given prefix has been announced from any ASN. The only relevant announcement recorded after 2018 is by AS9498, but that is for the complete 2400::/12. I would consider that as a route leak instead of a valid announcement. Thank you.
