sarvasya shAstra vihitaM auShadhaM asti moorkhasya na + asti (savarNa dIrgha

pratipadArthaH:
jalena = from water; 
hutabhuk = fire 
(huta = offers as oblation to the fire. In ceremonies like yagyA, wedding, lot
of things like ghee, honey are offered to fire(Lord agni); bhuk = one who has
consumed. Meaning, one who consumes the oblations offered. 
Fire is also called 'hutAshanaH' ashanaH = food. This also gives the same
meaning. Nice name! isn't it:-)) ); 
vArayituaM = to prevent, to subdue, to control, to avert; shakayaH = is
possible;
surya AtapaH = the heat of the sun; chatreNa = with an umbrella (vArayitum
shakyaH - This should be added to every  phrase);
nishita = sharp; a~Nkushena = the implement used by mahoutsto control
elephants(I don't know the exact word in English. Could be a sickle ???); nAga
= elephant (nAga is a synonym to 'gajaH' likeiwse 'ibha');indraH = king;
samadau = enraged (two, use of dwivachana); gau gardhabhau = cow and donkeys;
da.NDena = with a stick; 
bheShaja = medicine, drug; sangrahaiH = with the collection; vyAdhiH =
illness, disease; viShaM = poison; vividhaih = different; mantra prayogaiH =
mystic/magical chants; sarvasya = for everything; shAstra = from the scripts;
vihitam = described, accurate; auShadhaM = medicine, cure; asti = is
availabale; moorkhasya = for an idiot; auShadhaM = medicine; na asti = not
available;

tAtparyaH:
Fire can be controlled by water. Heat of the sun can be avoided by holding an
umbrella, an elephant can be controlled by an 'a~nkushaH' (with apologies to
purists- my English vocabulary is humble); enraged cow and donkeys by a stick;
and an illness by the collection of medicines; poison by magic chants; 
For everything, there is a medicine or way of cure but not for an idiot;
