pratipdArthaH:
 samudreShu = in Oceans(sea); vR^iShTiH = rain; vR^ithA = is a waste;
 tR^iptasya = one who is satisfied (here, it is one who has quenched his
hunger); bhojanaM = meal; vR^ithA = is a waste;
samarthasya = one who is capable (here it is, one who is well off/rich); dAnaM
= donation, charity; vR^ithA = is a waste;
cha = and; dIpaH = lamp; divA = in the day; vR^ithA = is a waste;

tAtparyaH:
 In oceans, rain is a waste (as there are waters aplenty); for a person who
has quenched his hunger, food/meal is a waste; for a person who is well off,
charity is a waste; likewise, a lamp during day time is a waste;

grammar:
 samudreShu = samptamI bahuvachana, akArA.Nto pulli.Ngo samudraH shabdaH;
 tR^iptasya = ShaShTHI ekavachana, akArA.Nto pulli.Ngo tR^iptaH shabdaH;
 samarthasya = ShaShTHI ekavachana, akArA.Nto pulli.Ngo samarthaH shabdaH;
 divA (???)

Raghu adds:
 Perhaps the auhtor of the verse opines that the sources which are over
abundant are a waste or perhaps will be wasted. Thsese redundant resources
will not be utililized but may be squandered. 
   Should I recall 'ati sarvatra varjayet' ;-))
