rAjadanta-adi gaNe paThitAH | tad-varjitam |
samAsa-antar-gata-padAnAm a-vibhaktika-vyApArAt
aneka-arthavatI nirupayoginI mA bhUt |

The usual earlier word ("upasarjana", there is also a
more exact/jargon definition, which we need not
consider here) is to be used first in a compound. The
exceptions are listed in the "rAja-danta"-etc. list.
Except for those: Since components within a samAsa are
used without case-markers (vibhakti), language should
not lose utility by having multiple meanings.

While the meaning looks acceptable, I have some doubts regarding the
derivation. The dhatu is 'ru' and the causative is 'raavayate' (Nijanta).
With the shaanac pratyaya we get raavayamaaNa (who or what is causing to
cry). How could we justify raavaNa?
