Possesses knowledge of current storage and retrieval methods and demonstrated ability to formulate and develop specifications and requirements for computer programmers to use in coding, testing, and debugging computer programs. Provides technical direction for personnel performing system and software development tasks including the review of products for quality. Coordinates with Delivery Manager to ensure problem solution and customer satisfaction. Makes recommendations for approval of major computer system installations. Prepare milestone status reports and presentations on system concepts. Provides daily supervision to supporting analysts and technicians as needed to support IT Care Coordination project. Candidate must be self-motivated, disciplined analyst with strong analytical / critical thinking skills. Can work well within team as well as independently. Strong emphasis on presentation, interpersonal and communication skills to lead team efforts. The candidate will be accountable for gathering, providing high level design solutions and delivering system requirements by closely working with Plans & business stakeholders. Performing Systems Engineering, System Analysis and producing System High level Design Models and System specifications. The candidate will assist in implementation support and system enhancements and should be comfortable in executing multiple tasks. Provide both order-of-magnitude and detailed estimates for software design analysis activities and artifacts. Minimum of 8+ years of IT work experience focused in software system design with emphasis on system analysis using RUP, Agile, and UML. Health insurance industry background in the area of Claim Processing/Adjudication is preferred. *Deliverable:* Develops high-level design and functional specifications, produces deliverables related to the project(s) assigned and assists in post implementation support for projects involving ETL processing and reporting, such as Health Segmentation. Responsible for the design and development of IT solutions based on business requirements documents. Assists business analysts by clarifying requirements during requirements development. *Skillsets Required:* · A bachelor's degree in computer science, or a related field OR commensurate experience is required. The candidate must have a minimum of 8 years IT experience focused in software design with emphasis on the following technologies and tasks: UML (Use Case, Activity, State Chart, and Class Diagram), ERD and database normalization options, ETL, Data Warehousing, Business Intelligence, Data Marts, Cognos · Advanced RDBMS Database experience (one or more of the following: DB2, Oracle, SQL/Server or comparable) including database modeling, SQL query, and procedural programming. · Experience using Requisite Pro, RUP, and Scrum. · Strong analytical skills, team-oriented interpersonal and communication skills. · Excellent written, verbal and listening communications skills · Demonstrates experience within a customer focused environment · Experience with Source Control, Requirements Management, and UML Modeling tools (Rational suite or comparable) · BCBS Plan / National Data Warehousing / HIPAA 5010/ICD-10 experience a big plus! · Highly desirable to have Familiarity with Agile SCRUM as well other BCBSA development processes and methodologies. *Vendor note:* he key here is if we can find someone with a previous programming/development background that has progressed into Systems Analysis.
