Experience Required:



­   At least 5 years of specialized experience in the design and
implementation of Operational Data Stores, Data Warehouses, and Data Marts



­   At least 3 years experience implementing the above components in an
Oracle environment



­   At least 2 full scale implementations utilizing Oracle 10g or higher



­   At least 1 year of experience with designing and implementing
Informatica based ETL functions



­   At least 1 year of experience with designing and implementing reporting
applications with a leading BI tool suite such as Cognos, Business Objects,
Hyperion, etc.



­   Proven effective execution experience in high visibility, high
criticality programs with multiple stakeholders both within and outside of
the client organization



­   Ability to demonstrably illustrate all above experience through:



o   Technical and functional interviews



o   Presentation of sanitized deliverables from past projects of similar
nature



o   Multiple client reference testimonials



­   State and or federal government experience helpful, but not mandatory







Skills Required:



­   Logical data modeling of both transactional and analytical databases



­   Physical database design and optimization in an Oracle 10gR2 environment



­   Database user load stress testing and optimization



­   PL/SQL and stored procedure development



­   Exposure to ETL based integration tools



­   Exposure to XML based integration tools



­   Creation of data dictionaries and meta data repositories within data
warehouse



­   Strong communication and documentation skills



­   Consistent attention to detail



­   Overall high degree of professionalism











Description of Project:







The purpose of this project is to assist the Commonwealth of Massachusetts
with reporting, analytics and integration of information related to the
American Recovery & Reinvestment Act of 2009 (ARRA).







Major components of this multi-phased effort include the following:







­   Data sourcing from multiple agencies, sub-recipients, and vendors
involved with ARRA related programs



­   Staging, validation and transformation of data provided by the
aforementioned organizations



­   Centralization and organization of data for optimized reporting,
analytics, and overall transparency



­   Submission of data to regulators and attainment of federally mandated
reporting accuracy and transparency requirements



­   Expansion of capabilities beyond federally mandated reporting &
transparency requirements in the interest of further informing the residents
of Massachusetts, and increasing the overall execution efficiency and
effectiveness of ARRA projects performed within the Commonwealth



­   Implementation of processes and controls across the above components







Duties Required of This Role:







The selected candidate will work as a specialist responsible for the
development and maintenance of data warehouse application programs; develop
databases using Oracle 10gR2 and related components;  write extract
programs; code and document scripts and stored procedures; develop
appropriate programs and systems documentation; assist with metadata
repository data management; create index and view scripts, etc.







Specific Deliverables:







­   Logical data model for Operational Data Store and Data Mart for map
based analytics



­   Physical construction and optimization of stress tested and approved
Operational Data Store and Data Marts



­   Maintenance processes including database optimization, troubleshooting,
and porting across development / test / production environments



­   Documentation of above components and knowledge transfer as needed
