*Title*: Level 2 Operator



*Summary*: NOC Senior Operations Engineer (Level 2) works on the Telecom &
Network Services Network Operations Center (NOC) team as a Level 2
Operations Engineer whose primary responsibility is Event, Incident and
Problem Management for the client communications network. Provides advanced
technical support for Event, Incident, Configuration, Knowledge, and
Problem Management. Work is primarily driven by assigned trouble tickets.
The NOC Level 2 Operations Engineers apply their broad and deep knowledge
of the network infrastructure to deliver reliable network service, and to
identify, diagnose, and resolve issues affecting the network. Works with
customers, staff, vendors and others to assess impact to the network and
consider available remediation. Focuses on driving up network availability
and helping with change management. Develops and leverages a thorough
understanding of and experience in enterprise networks and infrastructure
to increase efficiencies, ensure consistency, and add value.



*Responsibilities:*

·         Primarily performs the role of Incident Assignee and/or Incident
Analyst.

·         Contributes subject matter expertise of one or more skill sets
required to quickly diagnose incidents and develop or lead a team in
finding a solution to it in order to restore services as soon as possible.

·         Manage trouble tickets while coordinating troubleshooting,
resolving, and escalating as appropriate.

·         Retains ownership to bring the incident to a close.

·         Provides guidance, mentoring, and coaching to Level 1 Operators
and Level 2 Operations Engineers to ensure they have the necessary
information and processes.

·         Train and develop the Level 1 NOC Operators, and Level 2
Operations Engineers, on the client communications network, technologies,
and tools.

·         Troubleshoots communications issues considering architecture,
topology, hardware, software, transmission and signaling links and
protocols

·         Provides support and coordination for High Priority Enterprise
Incidents.

·         Utilizes event data to provide proactive analysis for prevention
of network degradation; Develops problem resolution procedures required to
meet service level objectives.

·         Identifies alarm correlation opportunities and appropriate
response actions for tool automation enhancements.

·         Collects configuration changes resulting from repair; tests and
identifies procedures to improve support; contributes to knowledge base
content.

·         Ensures the Problem and Escalation Management procedures are
correctly followed and that all problems are recorded in the appropriate
problem management tools.

·         Answers daily calls for support related to NOC issues.

·         Ensures resolutions and documentation requirements are followed
in resolving issues while assigning NOC incidents to the proper area for
Root Cause Analysis.

·         Ensure all control center, emergency response, dispatch processes
and administrative processes are followed and in compliance with regulatory
requirements.

·         Projects and Knowledge Transfer - Engages with projects that will
be implemented for which surveillance and support will fall under the NOC
responsibility.

·         Work with Design and Deployment teams to facilitate the
operational handover to the NOC.

·         Anticipate, develop, and coordinate special NOC projects in
conjunction with leadership.

·         Determines and develops operational improvements, tracking
results and ensuring tangible improvements are documented and communicated.

·         Assess and recommend enhancements to the network, working with
network engineering to address issues and improve performance and
operation.

·         Ensures network changes are incorporated and communicated
effectively.
