Roles & Responsibilities

Functional Analyst Role in CORP Maintenance team. To work as a liaison between 
business and IT team to understand requirements, confirm defects, service 
requests, and preventive adaptive tasks and set priority on work items.

Know the Business

o   Know the system functionality for your assigned staff agency customers

o    This means understanding the impact of functional changes and the impact 
to system functionality before recommending moving forward with the change

•         SME for overall functional knowledge of applications in the 
Application Domain for which you are responsible  

•         Review business cases (investments); provides input into estimates by 
participating in assessment meetings and determining the complexity of the 
request

•         Works with the business to identify opportunities to change their 
existing processes as opposed to creating system changes; facilitates timely 
decisions on application / process design trade-offs and functionality

o   For example, the business may be asking for a change that requires 
customization to complete, but if we wait for the next point release then it is 
out of the box;  by waiting the cost of the change is less, the impact and cost 
to maintenance is less

•         Ensure the business requirements are complete; if they are incomplete:

o    If changes are very minor then make the updates

 

•         Fulfills the project role of Systems Requirements Coordinator and 
leads Analysis activities:  

o   Ensures requirements are clearly defined, testable and documented within 
the RSM

o   Manages changes to the baselined RSM

o    This includes use cases, presentation specifications, UI specifications 
and mockups, error messages, analysis object model ( Class Diagram), activity 
diagrams, new fields, reports or any other artifacts that will assist the 
development team in completing the design and executing the development

•         Ensure Peer Reviews are conducted for all artifacts per Project 
Process Library (PPL) guidelines

•         Assist the QA tester  with understanding the requirements so the 
tester  can write the system test cases

•         Work with the business to ensure they have at least one person that 
can execute the UAT, when appropriate 

•         For training large groups, use a train the trainer method; train one 
or two key people and they train the rest of their teams

•         Responsible for conducting fit/gap analysis between requirements and 
delivered functionality of packaged applications

•         Follows requirements through to production support; serves as the 
liaison to assist the business to classify post implementation requests as 
enhancements or defects in delivered functionality

•         Conducts functionality walkthroughs with the development team and 
production support resources to transition application knowledge

•         Work with the entire development team to ensure each member of the 
team understands the role of the functional analyst and utilizes the functional 
analyst as required for the efforts being worked by the team

•         Attend bi-weekly customer meetings 

•         Attend bi-weekly internal IT status meeting 

 

•         Excellent oral and written communication skills; this is a mandatory 
skill set as the functional analyst is required to meet with customers and 
other IT partners to understand impact,  develop requirements, complete 
analysis and communicate with the development team

•         Ability to lead meetings

o   Functional analyst must be able to establish an agenda, set the meeting 
tone and direction, keep the meeting on schedule, and document meeting minutes

o   This includes but not limited to kick-off meetings, requirements sessions, 
status meetings, requirements and design review sessions

•         Ability to multi-task; analysts often work multiple assignments

•         Ability to learn quickly and adapt to change

•         Strong background in developing / documenting requirements and 
associated artifacts that clearly defines what the development team needs to 
design and develop

•         Strong background in evaluating new requirements to determine impact 
and options

o   Ability to ask and understand what the business needs are

o   Ability to recognize when the business is providing requirements versus 
trying to design the solution; if the analyst understands what the business 
needs are, then the right solution can be  delivered

o   If requirements appear to be asking for functionality that has not been 
previously attempted, discuss with the development team to determine if the 
requirements can be met

o   If not, come up with alternate solutions

•         Proactive learner; analysts must be able to learn new systems, 
environments, technologies and tools quickly to adapt to ever changing business 
needs

•         Knowledge of CMM practices

o   Know best practices for proper documentation of requirements and analysis 
artifacts

o   Understand how to conduct and document peer reviews

o   Understanding tools and practices used to obtain proper sign-off before 
development starts

o   Ability to understand and utilize CUSTOMER templates and processes

•         Knowledge and experience testing solutions; knowing how to write 
requirements that are testable

•         Experience training other resources

o   Must be able to work with Learning Systems when new training classes are 
required

o   Must be able to train key business resources when new functionality is 
ready for implementation

Roles & Responsibilities

Review all artifacts provided by the functional analyst to ensure  
understanding prior to creating solution design

•         Attend bi-weekly customer meetings with the CUSTOMER TGL for your 
designed business area of responsibility to address any technical issues

•         Attend bi-weekly internal IT status meeting setup by the CUSTOMER TGL

•         Responsible for assigning and  managing all design, development and 
implementation activities for Small Mod, CSR, Corrective and PAIP work

•         Responsible for ensuring a design review (peer review, PDR/CDR – only 
when directed by architect) is conducted for all changes

•         Responsible for ensuring all activities utilize standard CUSTOMER 
approved technology

•         Responsible for ensuring  code (peer) reviews are conducted for all 
code changes

•         Responsible for ensuring unit testing is conducted for all 
development work

•         Responsible for ensuring software defects are resolved

•         Responsible for reviewing and approving all technical estimates

•         Escalation point with other IT teams

•         Responsible for ensuring development activities follow CUSTOMER 
standard practices

•         Responsible for ensuring all configuration changes, code changes and 
development activities follow CUSTOMER approved change and release processes

•         Responsible for ensuring all Service Requests have an up-to-date 
status prior to the scheduled bi-weekly meeting with the CUSTOMER TGL and 
business partners

•         Responsible for ensuring awareness of all major incidents as they 
happen

o   If Level 2 has been working a Major Incident, engage if sufficient progress 
towards RETURN TO SERVICE has not been achieved and drive the MI to RETURN TO 
SERVICE

o   Lead all RETURN TO SERVICE activities escalated to Level 3; engage all 
resources required to RETURN TO SERVICE an MI

•         For new capabilities ensures regression test scripts are updated if 
impacted

 

•         Strong oral and written communication skills

o   Ability to communicate effectively with Technical and Business Architects, 
Functional Analysts, Developers, Testers, other IT teams and business customers

o   Ability to document the design artifacts, unit test cases and 
implementation plans

•         Experience coaching less experienced team members with things like 
troubleshooting, problem solving, proper coding techniques, design review do’s 
and don’ts, etc       

Experience developing custom applications

•          Experience troubleshooting and solving problems with custom 
developed applications and vendor delivered applications

•         Ability to create multiple design options (when appropriate) and 
making recommendations as to which option would be best for the individual 
situation

•         Knowledge and experience conducting / documenting  design reviews and 
code reviews (peer reviews)

•         Experience working with industry standard code repositories

o   Experience checking code in and out of the repository

o   Experience merging code with other project code

•         Experience developing and implementing rollout plans and back-out 
plans

 Experience leading trouble calls (Major Incidents/Outages)

o   Ability to identify resources required to Return to Service (RETURN TO 
SERVICE) quickly

o   Ability to identify potential problems and solutions

o   Ability to ask the right questions to get people thinking potential root 
cause or fixes

o   Ability to lead debrief activities after RETURN TO SERVICE has been 
achieved, identifying root cause, long-term solutions

o   Ability to  work with different suppliers and vendors to resolve problems

•         Experience leading both small and large development projects from a 
technical perspective

•         Experience leading teams
