Our Client is looking for *Project Manager 2-Austin Texas*. This is a *4-6
Month Contract position*.*Local candidates only.*





Following is the GENERAL description of Project Manager as published by the
State:

   -  Designs, plans, and coordinates work teams. Follows standard project
   management industry practices such as the PMI's framework. Understands
   business and technical objectives of a project and works closely with
   project sponsor. Creates project charter and work plan and tracks budget and
   schedule progress via appropriate metrics. Establishes project organization
   and methodologies and defines roles and responsibilities. Documents risks
   and develops mitigation plans. Manages scope. Creates and implements a
   communication plan. Builds an effective team, assigns tasks to team members,
   and evaluates outcomes. Negotiates resources. Communicates to stakeholders
   and project sponsor. Identifies, tracks, and ensures resolution of issues
   and removal of barriers. Provides technical support to project team members.
   Handles complex application features and technical designs. Designs and
   implements the components required for complex application features.
   Generally manages a group of applications system analysts. Relies on
   experience and judgment to plan and accomplish goals. Professional
   certification is highly desirable.
   - May require specific PC, workstation, operating system, application or
   platform skills. Provides overall direction to the formulation, development,
   implementation, and delivery of a project. Exercises management
   responsibility over the achievement of performance, revenue, and profit
   objectives of a project and its contracts. Ensures that the project plan
   maintains tasks, schedules, estimates, and status, and disseminates
   information to team members and customers. Creates a structure and
   organization for the management of a complex environment with emphasis on
   quality, productivity, and consistency. Directs corrective actions in any
   area where performance falls below objectives. Arranges for the assignment
   of responsibility to other supporting facilities, business areas, and
   support functions, and monitors their performance. Self-directed and
   independent. Responsible for the coordination and completion of projects.
   Oversees all aspects of projects. Sets deadlines, assigns responsibilities,
   and monitors and summarizes progress of project. Prepares reports for upper
   management regarding status of project.

ADDITIONAL REQUIREMENT OF PROJECT MANAGER 2 as required by the State:

8 or more years of experience, relies on experience and judgment to plan and
accomplish goals, independently performs a variety of complicated tasks, a
wide degree of creativity and latitude is expected.



SPECIFIC REQUIREMENTS FOR THIS POSITION:



1)       Study/Analyze deliverable from the Trauma Registry Improvement
Systems Assessment (TRISA) Project to assist in proper solution selection.

2)       Provide ALL PM lifecycle documentation as required by the Texas
Project Delivery Framework (found at www.dir.state.tx.us) , Dept. of State
Health Services Project Framework documentation (listed in quick reference
guide at www.dshs.state.tx.us)

3)       Write an RFO to solicit solutions for replacing the current
EMS/Trauma Registry, migrating data from the current registry to a new
registry, and for maintenance and production of the new registry.

4)       Perform all vendor selection processes to select the best solution
including facilitating stakeholder input for RFO requirements; manage RFO
review & bidding process; manage evaluation of proposals; negotiate award
while including DSHS legal, HHSC Contracts & Services, DSHS client services
contracts and stakeholders; Ensure solution vendor contract, SOW and
associated documents are complete and in concurrence with DSHS and TxDOT
policies and procedures

5)       Manage the project to transition to the selected solution
including: Write a transition plan to govern the transition from the
existing Trauma Registry/EMS to the selected solution; Manage all stages of
the transition including data migration, testing, and user training; manage
deployment to the new solution by creating a written deployment plan and
documenting steps for transition to maintenance and production; Manage
Project Budget including but not limited to monthly spending plans, TxDOT
Grant reports, and mandates, Pos, contracts, expenses, invoices, and SOWs;
Facilitate development of Change Management Plan and oversee the change
management process; Perform a knowledge transfer to DSHS IT Application
Development staff for necessary future support; Be in accordance with DSHS
Supply Process and guidelines regarding project management.

6)       Submit ongoing progress reports to DSHS management, Texas Quality
Assurance Team, TxDOT an external stakeholders

7)       Other reasonable services as necessary to ensure that the tasks
listed above can be successfully performed.



MINIMUM Requirements:

            8 years knowledge and experience as a Project manager of
System/Software Development Projects

            5 years knowledge and experience in Application Development

            PMP Certification required.

            2 years Experience managing application deployment projects in
state government.



PREFERRED Requirements

            1 or more years experience in managing application deployment
projects with project budget of $1M or more.

            1 or more years Experience with DIR Project Delivery Framework
(Texas)

            2 or more years Experience managing application deployment
projects for health care related systems

            1 or more years experience managing application deployment
projects in the Texas State government
