Mayor’s Office of Criminal Justice (MOCJ) and its partners are engaged in a
series of Data Integration efforts, analytical inquiries and development
and deployment of risk assessment tools and instruments in support of:
pre-arrest behavioral health and other programs in the community; improved
efficiency and expedited case processing; alternatives to arrest and
detention programs;  to achieve the benefits of an Ecology Of Justice that
minimizes the need for last-resort services and maximizes the use of early
response practices.



Responsibilities:

Work as a liaison among stakeholders in order to elicit, analyze,
communicate, and validate requirements for changes to business processes,
policies, and information systems.

Develop system documentation that accurately and thoroughly communicates
system requirements that are actionable by developers and sanctionable by
business users.

Develop and administer measurable system and user acceptance test plans
that accurately and thoroughly prove system functionality and operational
readiness.

Document and analyze system quality with test plan results and make
recommendations for improvement and corrective action.

Be clear and conscious of product scope at all times and only include those
requirements that fall within the project scope into system documentation.

Creating and Maintaining Project Documentation such as status reports, work
flow diagrams and system requirements documents.

Coordinating all project activities with business owners/stakeholders and
other support, technical infrastructure, and application teams

Performing day-to-day activities of the project including requirements
gathering, design, development, test, and deployment; managing the
completion of deliverables as required by the system development life cycle
(“SDLC”)

Review and manage all changes to the requirements through a formally
defined scope change process



MANDATORY SKILLS/EXPERIENCE Note: Candidates who do not have the mandatory
skills will not be considered

*Minimum of 8 years* of Business Analyst or related system analysis and
development experience.

*Experience working with Criminal Justice related systems.*

Demonstrated ability to act as a liaison between the business (preferably
criminal justice related) unit and development team to relate business
related matter to technical issues.

Technical capability – minimum of 4 year of experience and a working
knowledge client server, desktop and/or web technologies

Demonstrated skill in requirements elicitation, analysis and validation.

Knowledge of case management and document management systems for legal
practices

Demonstrated skill in assessing existing processes (preferably criminal
justice related) and knowledge of how to automate these processes.

Strong verbal and written communication skills



DESIREABLE SKILLS/EXPERIENCE

Bachelor’s Degree.

Demonstrated experience problem solving and consensus building

Ability to perform impact analysis

Adaptability/Flexibility to different work environments

Ability to read and understand laws and regulations

Experience implementing both 3rd-party software solutions and custom built
solutions
