See RFO Evaluation Criteria, below.)* Required minimum qualifications: · Vendor qualifies in the Analyst category under the SITE program · 5 years experience working with the PeopleSoft toolset · 2 years experience working with Enterprise Learning Management in a public sector setting *Desired Skills* · Experience working on an ELM upgrade to version 9.1 or higher – at least one engagement. · At least one engagement in which applicant had to incorporate WCAG 2.0 specifications into the project. *Enterprise Learning Management Functional Lead/Business Analyst* Minnesota Management & Budget (MMB) and the Office Services are planning to upgrade their Oracle PeopleSoft Enterprise Learning Management (ELM) system to version 9.2 in conjunction with a People Tools upgrade. This work is to serve as a lead functional/business analyst in planning and implementing the ELM upgrade. The selected candidate will conduct an analysis of the functionality offered in ELM version 9.2 against the state�s current system, determine new/additional functionality the state should take advantage of to meet business needs, develop functional requirements/technical specifications, develop and lead the implementation of testing and identify training needs. *Project Deliverables* This is a staff augmentation engagement based on the delivery of lead functional/business analyst work necessary to create, test and implement functional design requirements.
