Required minimum qualifications:

· Vendor qualifies in the Analyst category under the SITE program

· 5 years experience working with the PeopleSoft toolset

· 2 years experience working with Enterprise Learning Management in a
public sector setting



*Desired Skills*

· Experience working on an ELM upgrade to version 9.1 or higher – at least
one engagement.

· At least one engagement in which applicant had to incorporate WCAG 2.0
specifications into the project.





*Enterprise Learning Management Functional Lead/Business Analyst*
Minnesota Management & Budget (MMB) and the Office Services are planning to
upgrade their Oracle PeopleSoft Enterprise Learning Management (ELM) system
to version 9.2 in conjunction with a People Tools upgrade. This work is to
serve as a lead functional/business analyst in planning and implementing
the ELM upgrade. The selected candidate will conduct an analysis of the
functionality offered in ELM version 9.2 against the state�s current
system, determine new/additional functionality the state should take
advantage of to meet business needs, develop functional
requirements/technical specifications, develop and lead the implementation
of testing and identify training needs.






*Project Deliverables*

This is a staff augmentation engagement based on the delivery of lead
functional/business analyst work necessary to create, test and implement
functional design requirements. This work includes:

· Analyze the functionality offered in the ELM and People Tools upgrades

· Meet/work with functional staff to gain an understanding of requirements
and system needs

· Develop requirements

· Conduct a fit gap assessment and identify a strategy for conducting the
upgrade (including additional functionality to take advantage of, continued
customizations necessary to meet the state’s needs, etc.)

· Develop technical specifications and detailed design documents

· Lead functional staff in recommending and documenting system
configuration changes

· Attend advisory, steering, and other meetings (when requested) to
support/explain system changes

· Develop and implement a test plan for system, performance and user
acceptance testing

· Develop and execute test scripts, document issues, and assist with issue
resolution

 · Providing training/knowledge transfer to state staff

· Identify key areas of user training that will be necessary once the
upgrade is performed

*Responsibilities Expected of the Selected Vendor*

Propose a skilled resource that has public sector PeopleSoft Enterprise
Learning Management (ELM) and People Tools experience to develop, test and
implement functional requirements associated with an ELM and People Tools
upgrade.

*RFO Evaluation Criteria*

· PeopleSoft experience (30%)

· Enterprise Learning Management experience in a public sector setting
(including, but not limited to, experience working on an ELM upgrade to
version 9.1 or higher) (35%)

· Experience with incorporation of WCAG 2.0 specifications into project(s)
(5%)

· Cost (30%)
