Roles and Responsibilities - The expert-level Business Analyst will
participate in the project team implementing the COTS solution for Rollout
2 of DOL’s DRIVES system.  Business analyst responsibilities will include
at a minimum:

Working with DRIVES team members, agency subject matters experts,
contractors and other department stakeholders to review and update all
business and technical requirements; Schedule, facilitate and lead business
and technical requirements review sessions;  Conduct effective one-on-one
needs assessment interviews.  Document complex business logic and/or
business rules using appropriate tools.

Analyze agency data and liaise with technical data team to determine data
conversion needs, analyze data issues, and develop strategies for cleaning
and converting data.

Liaise between the DOL and the COTS solution vendor to ensure
configuration/development choices meet the goals for the solution.

Participate in system testing preparation and execution including test
scenario development, testing, test results analysis, and defect management.

Escalate issues to the project management team as needed to ensure
visibility and rapid response.

Mentor DOL staff in business analysis techniques and tools.



Include a resume for each individual being proposed, showing experience
performing services similar to those described in this solicitation. Please
include the identity of the client for whom the services were performed as
either government agency or private sector entity, and dates of service.
Each resume should be four (4) pages or less.

The expert-level BA must have at least five (5) years dedicated experience
working as a business analyst for large, complex, information technology
systems. The DEPARTMENT will assess the resumes relative to the following
capabilities:

Ability to facilitate and lead the analysis and documentation of functional
and non-functional business requirements including: the preparation and
confirmation of business rules; the analysis of current and proposed
business processes, business models and requirements statements.

Experience documenting requirements so they are understandable by business
and technical experts.

Hands on experience documenting scope, business requirements and system
requirements for COTS products.

Ability to perform gap analysis using business process diagrams, data
models, and requirements.

Experience negotiating and bringing groups to consensus or resolution
concerning areas of conflict or ambiguity.

Experience assembling information from a variety of sources to recognize
business relevant connections and missing pieces.

Ability to develop and execute complex test scripts.

Ability to manage scope as it pertains to areas of responsibility

Ability to identify and document risks, opportunities and efficiencies
related to assigned work

Ability to manage time well to meet assigned milestones

Good communication skills with both technical and business staff,
experience presenting to senior-level audiences

Good writing skills (spelling, grammar and clarity)
