The development support effort is in support of three customer applications
on the Equal Employment

Opportunity (EEO) Case File Management (CFM) system. The government is
looking for a resource with

development and programming skills with knowledge of SQL 2008/2012, Windows
2008 R2, IIS 7.0, and .ASP net

framework, as well as coding knowledge C# and Microsoft .Net Framework 4
with ASP.NET.

3.0 Performance Requirements

3.1 Task 1: Knowledge of coding

Working knowledge of C# and Microsoft .Net Framework 4 with ASP.NET. The
application utilizes Microsoft

SQL Server for back-end storage, so contractor must be familiar with T-SQL
and utilizing the .Net Framework with

Microsoft SQL Server. The application is a web application, therefore
contractor must be familiar with HTML,

DHTML, XHTML, XML and JavaScript as these languages/skills are used for
communication with the web browser

clients.

Software coding standards that must be used by the contractor are the MSDN
Visual Studio 2013/2015 C# Coding

Conventions, MSDN .NET Framework Guidelines and Best Practices, and MSDN
.NET Framework 4 Secure Coding Guidelines.



4.2 Task 2: Working knowledge of Internet/Intranet/Extranet architectures

Provide documentation if applicable and provide updates to the application
to show working knowledge of architectures.

4.3 Task 3: Capability to identify problems, debug and resolve application
malfunctions

Detail in writing any issues that occur and continuous documentation of
issues and the outcome or resolution.

4.4 Task 4: Ability to analyze, diagnose, recommend and implement solutions
for application problems

Detail in writing any issues that occur and continuous documentation of
issues and the outcome or resolution.

4.5 Task 5: Working capability designing and maintaining database structure

Provide documentation if applicable and provide updates to the application
to show working knowledge.

4.6 Task 6: Working knowledge of the Common Language Runtime (CLR) virtual
machine component of

Microsoft’s .Net 2.0, stored procedures written in VB.Net and C# within a
64-bit platform.

Provide documentation if applicable and provide updates to the application
to show working knowledge.

4.7 Task 7: Assist with all aspects of web application design and
development (both front and back end).

Provide documentation if applicable and provide updates to the application
to show working knowledge.

4.8 Task 8: Experience in IIS 7.5, configuration and settings,
certification of MS IIS.

Provide documentation if applicable and provide updates to the application
to show working knowledge.

4.9 Task 9: Integrate new products and solutions into existing environment
for continuous improvement.

Detailed documentation showing successful installation and software code
updates and solutions.

4.10 Task 10: Improve software reliability and developer efficiency.

Provide detailed documentation showing successful updates of reliability
and efficiency.

4.11 Task 11: Work closely with management, program managers and members of
the application team to develop

and maintain detailed technical support documents or project fact sheets
for sites and applications.

Complete and provide all necessary documentation.

4.12 Task 12: Communicate to the designated program manager with efficiency
and accuracy any progress and/or

delays.
