Job Description

Client seeks an experienced information technology executive to conduct a
formal review of technology support needs and positions across the entire
campus.   This review will include a comprehensive assessment of the support
provided for existing technology and campus initiatives, and the duties
performed by technology support personnel.  Outcomes will include
identification of unsupported or under supported technology, duplicate
services, unmet technology needs, and any issues affecting the efficient,
effective and appropriate use of technology.  This assessment will be used
to generate an actionable plan to align and balance technology support
across campus, and ensure that technology support positions are fully and
appropriately utilized. 

 

The successful candidate will have at least ten years of management
experience in a higher education setting including broad knowledge of a
variety of specialties.   This includes areas such as networking,
telecommunications, server and storage management, database administration,
application support, programming, business process analysis, information
security, desktop and end user support, application management, contact
center management, project management and service management.  It should
also include experience in matters such as technology governance, strategic
planning, budgeting and cost optimization, contract negotiation, support
level agreements, new product deployment, hosting and cloud service
management, technology contract management, business continuity, campus
safety, and emergency and disaster management.  In addition, the candidate
should be knowledgeable of compliance with various laws, regulations and
industry standards such as the Federal Education Rights and Privacy Act
(FERPA), the Health Insurance Portability and Accountability Act (HIPPA),
the Electronic Communications Privacy Act (ECPA), the Computer Fraud and
Abuse Act (CFAA), the USA PATRIOT Act, the TEACH Act, the North Carolina
Identity Theft Protection Act, and the Payment Card Industry Data Security
Standards (PCI DSS).

 

The Executive Consultant will work with staff from the divisions of
Information Technology Services and Human Resources, and will report to the
Vice Chancellor of Information Technology Services.  This is a short term
assignment that is expected to last no more than two to three months.\

                        

Skills Needed 

Management experience in a Higher Education setting, including broad
knowledge of a variety of specialties, is required.         Required

Experience in business process analysis, information security, desktop & end
user support, application management, contact center management. Required

Experience w/ SLAs, new product deployment, hosting and cloud service
management, technology contract management, business continuity.
Required         10 Years

Experience w/ campus safety, and emergency and disaster management. Required
10 Years

Experience relative to compliance with various laws, regulations and
industry standards including FERPA, HIPPA, ECPA, CFAA, USA PATRIOT ACT,
TEACH ACT Highly desired            5 Years

Experience relative to compliance with various laws, regulations and
industry standards including the NC Identity Theft Protection Act, and the
PCDSS  Highly desired            5 Years

Outstanding oral communication skills, including public speaking.  Required
10 Years

Outstanding written communication skills, including writing complex
documents. Required         10 Years
