Business Analysts in this role will have successfully demonstrated the
following skills over a minimum of Eight (8) years of progressive, directly
related job experience.

• Requirements Elicitation – researching, interviewing
• Facilitation – Preparing and leading workshops (e.g., JAD) and
information-gathering sessions
• Requirements Determination – using structured, repeatable processes for
documenting, analyzing and validating requirements
• Business Analysis – Evaluating information from multiple sources;
decomposing high-level information into details; abstracting low-level
information; distinguishing requests vs. needs; distinguishing requirements
from solutions; and classifying, synthesizing, and prioritizing requirements

• Structured Requirements: capturing details with precision; driving out
ambiguity; ensuring consistent understanding across clients, designers and
testers
• Business Process Modeling – Documenting and diagramming current state
business processes, then deriving and documenting/diagramming
desired/future state high-level business processes
• Scope Management – defining scope, managing expectations, identifying
potential change
• Requirements Management – creating and maintaining baselines and
traceability
• Change Management – identifying, assessing and managing changes
• Issue & Risk management – identifying, managing, mitigating and escalating

• Creativity and Problem Solving – bringing innovative ideas to complex
problems
• Collaboration – building relationships and working effectively with
internal and external teams, at all organizational levels
• Flexibility: Candidates must be flexible and able to adapt quickly and
confidently to rapidly changing roles, objectives and priorities.

• Effective Communication:
o Verbal: explaining, questioning, exploring and listening
o Written: presenting information and communicating concepts to business
and technical audiences at all levels.
• Effective Presentations – Preparing and delivering at the right level of
detail for each audience and deliver with a communicative, professional and
engaging style
• Educational background should include a Bachelor’s degree in a technical
or business discipline or equivalent experience and a minimum of 4 years
related experience or a Master’s degree and a minimum of 2 years of
experience.



*Position Details:*
This is a role supporting a suite of Offender Management applications for
the State of California as a Business Analyst (BA). As a BA, the candidate
will interact directly with clients, users and all members of the project
team, acting as the conduit between stakeholders, users and the software
delivery organization. Key Responsibilities include: documenting business
objectives and business processes, defining functional requirements and
business rules, validating system design and testing artifacts, and
assisting in testing and deploying the solution. Works with clients to
determine application deployment readiness, and to respond to clients calls
for assistance. Provides level 2 response to trouble tickets. On-call
duties are rotated among the team and require 24x7 support and a response
within 5 minutes.

The ideal Business Analyst must be able to apply business and analytical
skills using established frameworks, methodologies, and processes.
HPE Business Analysts are comfortable working as a team member or team
leader, working independently, or in multidisciplinary project teams. They
are adaptable, resourceful, and can tailor their approach to fit different
organizational cultures.
Business Analyst II is an intermediate level position that requires
intermediate knowledge of the application delivery life cycle and
requirements management methodologies, processes, tools and standards.

The BA will act as a liaison between the client and technical
solutions/support groups, using advanced communication skills to elicit,
document, analyze and validate business processes, systems, and solution
requirements. The BA will coordinate and participate in all aspects of the
business cycle, including proposals, feasibility studies, and
implementations.

This person will be an effective communicator, self-motivated, and able to
work proactively in a dynamic environment with Clients, Applications
Delivery Team Members, Project Managers, Business Analysts, and Business
Operations Team Members.
