The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Role Description: · Advanced experience in the required technical subject matter. · Delivers support and design for industry specific applications that require integration with statewide systems or applications. · Interacts with executive level business users or technical experts. · May function as a niche technical SME. · Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. · Identifies improvements to project standards to achieve high quality services/ products. · Able to identify best practices and standards for the use of the product. Specific Duties: · Responsible for designing, developing, and implementing application infrastructure to provide highly-complex, reliable, and scalable applications. · Able to perform a variety of complicated tasks with minimal or no direct supervision. · Consult with management to clarify systems and programs intent, identify problems, suggest changes, and determine extent of application systems changes required. · Work with stakeholders and management to ensure projects are completed on time and according to organization standards. · Manage the revision of existing PCIT program to increase operating efficiency or adapt to new requirements. · Provide vision, problem anticipation, and problem solving ability to manage issues/risks affecting the PCIT project. · Establish development schedule, and allocate work of personnel based on project plans and timelines, then coordinate project activities with development team members. · Analyze and write Java code, Java script, ORACLE PL/SQL and stored procedures. · Serve as a mentor to team members by conducting code reviews, sharing industry best standards and practices and training junior developers in systems analysis, programming, and program coding. · Foster a positive work environment by mentoring, supporting, and committing to the professional development of application team members. · Utilize configuration management tools, design tools, debugging tools, and any other environment specific tools necessary to create, test, and implement an application. · Diagnose, analyze, troubleshoot and choose appropriate solution to fix data related issues. · Develop Oracle SQL and PL/SQL code, including packages, procedures, functions, views and complex analytical queries. · Consult with personnel in other information systems groups to coordinate activities and ensure that all approved development and deployments are delivered. Skills Needed Exp. with Object-Oriented Programming (OOPS). Required 10 Years Experience with Java/J2EE. Required 10 Years Experience with Database (Oracle/DB2/SQLServer). Required 10 Years Experience with Hibernate. Required 5 Years Experience with Spring. Required 5 Years Experience with Web Services. Required 5 Years Experience with JSP/Servlets.
