Job Description
Client is seeking to fill a short-term Contractor assignment for Technical
Program Director for their unemployment insurance (UI) Benefits SCUBI project
in order to prevent from falling behind its development schedule. The selected
candidate will provide technical leadership, development management. and
project management for various project teams and coordinate activities related
to the technical architecture. design, development. and implementation of the
SCUBI system. This position will interact at all levels and across multiple
organizations, including agency business, IT executives. IT operations, and a
multi-state consortium.
Responsibilities include:
· Overseeing project work schedule and technical aspects of various
technical project work streams
· Participating in the requirements, design, development, testing and
implementation processes for non-functional aspects of the system
· Support programming development that is done in .NET, JAVA, SQL
· Ensuring that technical design documents will meet the UI business
requirements
· Reviewing technical deliverables such as the following:
o "To Be" System Architecture Document
o Configuration
o Software architecture
o System architecture
o Architecture Management
o Testing
o Implementation
o Capacity
o Interfaces
o Reports
o Decommissioning
o BI/data warehousing
o Security
· Coordinating Legacy teams to support future-state design and
implementation
· Working in conjunction with the vendor Technical Lead and Performance
Testing Team
· Participating in the acceptance of deliverables
· Provide technical leadership for the project team (vendor & state
resources)
· Knowledge, Skills, and Abilities Requirements:
· Bachelors degree in information technology, computer science, or
engineering with a minimum of 10 years of demonstrated technical lead
experience, including people management.
· Significant enterprise architecture and development experience with
ERP, data warehouse, portals, and custom applications systems including using
Oracle and JAVA technologies.
· Experience in software development, data warehouse development,
interfacing/managing data, release management and change control, data center
operations, conversion and go-live roll outs..
· Government experience with the State of North Carolina preferred.
· Strong multi-level Communication skills to include soliciting,
influencing, negotiating and locking-in stakeholder commitment.
· Excellent written, verbal communication and listening skills;
including demonstrated ability to coordinate across multiple entities, which in
this case will be agencies, vendors, other project teams, banks and the federal
government.
· Ability to work in a team-oriented, collaborative environment.
· Proven organizational skills with the ability to
prioritize/re-prioritize and resolve complex problems quickly in a high
pressure and time sensitive environment.
· Ability to lead and influence cross-organizationally with and without
direct authority.
· Other Requirements:
· PM must work on site.
