The team lead manages the *Hippocrates application* team to deliver the
project deliverables and services according to the project plan. The team
lead coordinates resources & works to deliver solutions to customers on time
and within budget
*Complete Description*:
*Years of Relevant Experience: 6 to 7* years *J2EE *programming, and *3-4*years
*project management* experience.
*Preferred Education*: 4 year college degree or equivalent technical study.
*Role Description:*
NOTE: Requires project management and a *STRONG EXPERTISE* IN hands on
programming with J2EE.
Prepare estimates for enhancements of existing applications and development
of new modules.
Perform detailed design review of interim and final tasks and code.
Process enhancement work requests; review, prioritize, and package.
Conduct structured walk-throughs or inspections; manage issues to closure.
Develop and manage short and long-term plans and schedules.
Coordinate work efforts within the *Hippocrates *modules.
Direct the development of accurate estimates for Application Team activities
as required.
Balance workload with Application Teams capacity by managing the Application
Teams activities according to schedule.
The candidate will be required to create user/training guide for the end
user.
Manage the accomplishment of delivery metrics to support contractual
obligations in the areas of service delivery and on time performance
commitments and productivity improvement.
Ensure work remains within the agreed scope.
*Track workplan* baseline against results.
Coordinate / communicate with Group Leads and / or Program Manager to ensure
initiatives are in accordance with agreed customer commitments as planned.
Proactively identify and manage issues/risks affecting the project.
Communicate accurate and useful status to Group Lead and other management on
a timely basis.
Identify and initiate continuous improvements.
Instill commitment to quality, customer service, ownership, and teamwork.
Monitor and measure maintenance and development process effectiveness.
Ensure that defined processes are followed.
Manage expectations of the Application Teams internal and external
customers.
Facilitate communication and knowledge sharing within the Application Teams.
Maintain awareness of new developments in industry and processes and apply
as appropriate.
Develop and deepen understanding of system business requirements supported
by the Application Team.
Communicate clearly the Application Team goals, organizational philosophies,
and policies and procedures to the Application Teams.

*Skill Level Required:*
Candidate should have *over 7 years* experience in software development.
Candidate should posess excellent communication and presentation skills.
Candidate who has experience with developing *web enabled State health
emergency* preparedness and response applications is a *strong plus*.
Candidate must posess strong skills in object-oriented analysis, design, and
implementation (using UML), with active involvement in all phases of project
life cycle.
Candidate should quickly understands functional and technical aspects of
software development projects.
Candidate must have at least two years team lead experience with large,
complex web applications.
Candidate must have experience with *oversite* for ensuring business
requirements are accurately converted into technical design documents such
as use cases and class diagrams.
