Duration:  3-6 months  Contract Position

 

      Description:
     
      The NCDA&CS-Plant Industry Division is seeking an experienced software 
contractor (estimated 3 - 6 months assignment) to custom develop a web-based 
Nursery Plant Material Tracking System (NPMTS). 

      The purpose of this project is to develop a tracking system to assist 
North Carolina's registered nurseries and garden centers in listing plant 
acquisitions as currently required in Nursery Certification Regulations.

      Such an application would also directly benefit NCDA&CS-Plant Industry 
Division field and technical staff by providing ready and timely access to 
plant acquisition data for all registered establishments and would assist with 
compliance monitoring for regulatory plant pests. 

      A primary mission of the NCDA&CS-Plant Industry Division is to protect 
the state's agriculture and the environment from injurious plant pests. 

      Effective tracking of plant material ensures that plant sources, whether 
in state or out of state, are properly certified as to the plant pest 
regulatory status.

      Responsibilities Include:
      . Design a Nursery Plant Material Tracking System (NPMTS) based on 
existing Plant Industry business requirements, NCDA&CS ITSS Software 
Development and Database standards, and Statewide ITS architecture standards
      . Integrate the NPMTS application with NCID
      . Develop User Menus and Role Based Access
      . Managing Plant Material Suppliers, Plant Material Alerts, and 
Maintenance Utilities components; Develop Reporting and Ad Hoc query 
components. 
      . Attending bi-weekly status meetings with the Agency Project Manager and 
Plant Industry staff
      . Provide a weekly written status report
      . Adhere to a project schedule and milestones as developed jointly by the 
contractor and Agency Project Manager. 
      . Provide detailed system documentation and user training for 
approximately thirty NCDA&CS Plant Industry staff.
      . Provide a plan for knowledge transfer and turnover of the application 
to NCDA&CS Information Technology personnel.
     
       
     
      Knowledge, Skills, and Abilities Requirements:
     

      . Minimum of five (5) years experience in a Visual Basic.NET software 
development environment
      . Bachelors degree in an Information Technology related field
      . Microsoft certified in software development
      . Ability to translate non-technical user requirements into a technical 
format
      . Ability to communicate technical concepts to technical staff and 
non-technical business users
      . Ability to develop positive business customer relationships
      . Excellent communication skills (both written and oral)
      . Planning and Organizing skills; 

      Preferred:
      Software development experience in: 1) Other North Carolina Agencies, 2) 
Government Plant Industry environment.
