*Job Summary**:  *This position requires an experienced professional with
sound understanding and practical experience with payroll operations, the
payroll function as well as project management principles and methodologies.
This position identifies the work breakdown structure associated with
medium-to-large scale projects within the Finance / Payroll area. Equally
important to the position is a thorough understanding and experience with
managing the various facets of the payroll operations function including
implementing best practices involving a third-party solution. Individuals in
this position possess a solid work record of honesty, integrity and
confidentiality. The individual in this position works well in a
cross-matrix reporting relationship environment under the direction of the
Program Manager(s) and input from others as needed.

In addition to planning and strategizing, this position is responsible for
the execution of work plans and the production of deliverables associated
with the assigned project(s). This position multi-task with high-priority to
accomplish tasks in a timely manner while staying detail-oriented, accurate
and organized in their work. Works with confidential data and on a
confidential basis with employees at all levels of the organization.

This position must possess demonstrable knowledge in the areas of payroll
liabilities (state & federal taxes), garnishment processing, W-2 processing,
payroll-related cash reconciliation, gross-to-net calculations and general
payroll processing within a PeopleSoft environment. Complimenting this
knowledge would be general knowledge of payroll outsourcing services and
providers, operational impacts experienced during a transition to a
third-party provider as well as integrations with HR and Time & Attendance
systems.

*RESPONSIBILITIES:*
This position will be responsible for leading, planning and facilitating all
work activity associated with the evaluation and selection of a third-party
payroll provider. Responsibilities include:

* Gathering and documenting payroll processing business requirements for
HDMC, HDDS, HDFS and possibly International, for all union, non-union,
hourly and salary employees * Identify project scope, business and
organizational considerations, risks and impacts for the potential
conversion to a third-party provider * Creating and executing testing plans
related to system interfaces and conversions * Under the direction of the
program manager(s), coordinate work activity and integration points with
other key initiatives like HR Foundation and the Time & Attendance projects
* Author business requirements, process maps, statements of work (SOW),
requests for proposals (RFP) and other deliverables as directed by the
program manager(s) * Be responsible for the execution of the project
including, oversight of all activities related to the implementation of a
third-party payroll solution. * Other duties as assigned

*PAYROLL OPERATIONS:*
* This position is responsible for gathering and documenting procedural,
policy and functional operations and extrapolating business requirements. In
addition the individual will assist in identifying the proper mix of
alternatives and options that provide us with the best global payroll
solution. * The payroll solution project manager will be a thought leader in
the area of domestic and international payroll business processes including
but not limited to weekly payroll process, W-2 production, W-4 acceptance,
garnishments, taxes, time integration, general ledger posting, payroll
reporting and analytics. * This position will champion business process
design efforts with an eye toward efficiencies and organizational
effectiveness as well as drive the third-party provider toward the similar
goals.

*IMPORTANT:*
We need a very strong Payroll business process leader/designer that 1) has
participated in multiple payroll outsourcing projects, 2) is familiar with
the latest trends in payroll processing and 3) can help us craft the
appropriate org model to sustain the end product. Having worked with
