Location: Columbus, OH Position Duration: 9 months Hours per week: 40 hours Start Date: 09/19/11 End Date: 7/30/12 *Not to exceed hourly cost: *$45/hr** ************************************************************************************************** *Short Project Description:* State Taxation and Revenue System (STARS) is the implementation of a JAVA based COTS application that will replace the legacy tax functions including taxpayer registration, returns and remittance processing, taxpayer accounting and billing, non filer discovery, selection and management of audits, processing assessments, administering taxpayer appeals, revenue accounting, and distribution of tax proceeds to local governments within the State. *Job Description:* - Participates as a member of development team or teams; may lead a small development team. - Designs units for others. Completes development to implement complex components. - Contributes to design activities; may design solutions. - Develops independently; participates in code reviews and may lead code reviews. May lead and provide mentoring and guidance to less senior developers. - Designs, prepares and executes unit tests. - Applies in-depth or broad technical knowledge to maintain one or more technology areas (e.g. Web-site Development). - Applies HP and 3rd party technologies to complex software solutions of moderate complexity. - Independently implements end-user or enterprise solutions complexity or services prepared by more senior technologists for more complex solutions. - May assign work to others. - Provides time / resource estimates for assigned tasks - Provide time / resource estimates for assigned projects. *Skills Required**:* - Experience with Oracle Enterprise Taxation Management (ETM) product and / or Tax Industry preferred. - Must have at least 4-6 years of full system development life cycle (SDLC) experience. - Must have at least 4-6 years Java, Java Servlets, Java Server Pages (JSP), JNDI, JavaScript, XML, HTML, DHTML - Must have at least 2-4 years of Oracle/SQL experience - Working knowledge of leading frameworks Struts or Spring or Hibernate - Understanding Object oriented analysis and design (OOAD) and Database Management Systems concepts - JUnit for unit testing - Creating & executing test plans - Technical Writing (Documentation) - Ability to work with Web-development tools for new applications. - Basic Understanding of RDBMS databases such SQL Server and Oracle.
