.       Candidate Role



This RFQ requires a resource to temporarily join the PMO.  The candidate
must have the following skills:

·       Follow an established methodology for requirements planning,
management, analysis, documentation, communication, and validation

·       Conduct business improvement analysis and complete documentation of
business needs and requirements to IT for a moderately complex project.

·       Determine the business data requirements for a new system.

·       Conduct feasibility studies for proposed systems and modifications
to existing systems.

·       Input to a data/XML model following corporate and department
standards.

·       Applies analysis and modeling techniques to both business and
systems/technology analysis

·       Effective at facilitating interviews and small-group analysis
working sessions that include business and technical subject matter experts.

·       4+ years experience with business and systems analysis



·       *Additional Capabilities Required:*

·       Strong written and verbal communication skills

·       Ability to work effectively in a professional manner with technology
staff, business stakeholders, end users, all levels of management and others
outside the organization

·       Attention to detail with a quality focus demonstrated experience in
creating and leading cross-functional project teams

·       Ability to adjust and set priorities to meet deadlines in a fast
paced environment

·       Strong organizational skills

·       Ability to work independently, self-directed

·       Healthcare, biology or informatics background will be helpful.

·       Data analysis, ability to map data elements within a database

·       Use Case modeling definition and use case diagram development
experience

·       Use Case realization definition and development experience



*Both BSA Positions:*  Specifically looking for experienced BSA with
contracting experience with the following use cases, formal SDLC, systems
impact analysis experience.



This RFQ requires a resource to temporarily join the PMO.  The candidate

C.       Project Objectives

·       Assist with preparing and developing schedules for detailed
implementation plans.

·       Demonstrate that structured business analysis practices drive
success (utilize defined Best Practices).
  D.      Project Requirements

Project(s): Phoenix Initiative

·       *Requirements Planning and Management:* Leads the gathering of
business needs while assisting with the design of solution with direct
interaction with business unit leaders and technology team. Work with
business users to discover and document business rules and needs

·       *Analysis and Documentation:* Develop and write requirements for the
implementation of business solutions. Develop the analysis models (process
flows, use cases, activity diagrams, usage models, such as wireframes, data
mapping) in accordance with standard processes and UML standards.

·       *Elicitation, Communication and Relationship Management:*  Translate
between technical and business languages (i.e. translate business
requirements into functional specification for IT developers or outside
vendors.)

·       *Solution Assessment and Validation:* Assist team with reviewing
technical design deliverables, helping to build usability into the
application software or assisting with package customization decisions that
need to be made and with interface requirements.  Lead User Acceptance
Testing working with Quality Assurance team and End-Users to review test
deliverables and acceptance criteria

·       *Technical Specifications:* Conduct interviews and meetings with
clients, project managers and database administrators to determine the
requirements for a new system. Documents end user data needs.

·       Provide timely and up to date status of projects and assigned tasks
to the BSA Manager and Project Manager as appropriate

·       Ability to follow established SDLC methodology; RUP and Scrum.
Ensures release postmortem is completed and reported.

·       Create and update Standard Operating Procedures (S.O.P.) as
necessary
