Analyst, working in the PeopleSoft Financials Modules, version 8.9. The

The MBTA is seeking a financial systems analyst for a 6- to 8-month
assignment to support and enhance the *Oracle/PeopleSoft (PS) Financials &
Materials Information Systems (FMIS), including but not limited to General
Accounting, Accounts Payable, Accounts Receivable/Billing, Commitment
Control, Purchasing, Inventory, Cash Management, Asset Management and
Treasury, and the Inventory Data Control System, which integrates mobile
devices used in stockrooms with the PeopleSoft Inventory module*.



Specifically, the analyst will: work with users to resolve application,
business, and technical problems with this application; support daily and
nightly batch processes; develop queries and reports as specified in
detailed report specifications using *PS application query tools, as well
as Crystal and SQR reporting tools; perform program, unit,  integration and
systems testing * as needed; develop positive working relationships with
stakeholder departments; train users on applications' system functions,
features and operations; follow proper change management and communication
procedures; and develop or provide production documentation as required.



The major focus areas will be supporting purchasing, inventory, workflow,
and commitment control issues and recommending and designing minor
adjustments and enhancements. It will require communicating with business
contacts in various departments to resolve issues, as well as researching
the issue within the PeopleSoft application and the underlying database.
Contacting Oracle Support may also be required.



Hands-on PeopleSoft Financials functional troubleshooting is a must, as are
excellent problem-solving and communication skills. A background in
accounting or purchasing, especially public sector, would be a plus. The
MBTA hopes also to seek full-time candidates for this position and would

*DUTIES & RESPONSIBILITIES:* The Senior Programmer Analyst will support and
enhance Oracle PeopleSoft (PS) applications and related business systems.
The Senior Programmer Analyst will be responsible for: support of the
Financials & Materials Information Systems (FMIS), including but not
limited to general accounting, accounts payable, accounts
receivable/billing, commitment control, purchasing, inventory, cash
management, and asset management and treasury; support of the Human Capital
Management System (HCMS) including but not limited to human resources,
payroll, benefits, pension processing and bidirectional interfaces; and
support of the Inventory Data Control System (IDCS).  The selected
candidate will: work with users and other technical staff and vendors to
investigate and resolve application and technical problems; research
complex issues using application and database tools; deploy and support
peripheral devices and components interfacing with the systems at MBTA
field locations; work with users to identify and document requested
enhancements and modifications to system functionality and prepare
estimates of implementation effort; develop functional requirements and
specifications for such enhancements and new implementations; participate
in and monitor the development and implementation of new and modified
application functionality; support and monitor batch processes; prepare
detailed report specifications for any queries and/or reports requested by
users; develop queries and reports as using PeopleSoft application query
tools, as well as Crystal and SQR reporting tools; perform program, unit,
integration and systems testing; develop positive working relationships
with stakeholder departments; train users on applications’ system
functions, features and operations; follow change management and
communication procedures; and develop or provide production documentation
as required.  Further, the Senior Programmer Analyst will: work any and all
shifts and/or locations as assigned or directed; respond to each inquiry,
whether from a customer, vendor or co-worker in a courteous and
professional manner consistent with the Authority’s customer service
quality standard; work any and all shifts and/or locations as assigned or
directed; adhere to the rules, regulations, collective bargaining
agreements (if applicable) and policies of the Authority including the EEO,
Anti-Discrimination and Anti-Harassment and Anti-Retaliation policies; and
perform related duties and projects as assigned.

*MINIMUM REQUIREMENTS INCLUDE:*  a Bachelor's degree in computer science,
accounting, or a related field; five (5) years experience as a systems or
financial analyst including direct user/customer interaction, with at least
two (2) of those years involving Oracle PeopleSoft Financials & Supply
Chain Management; effective organizational, analytical, multi-tasking, time
management and interpersonal skills; proficiency with Microsoft Office, and
the ability to pass: background screenings; and the MBTA’s medical
requirements, including a physical examination and drug and alcohol
screenings.* Further, the candidate must:* have excellent customer service
and presentation skills; work with minimal direction, be capable of working
both as an individual contributor, as well as a team member, have a
satisfactory work record for the two (2) years immediately prior to the
closing date of this posting, including overall employment, job
performance, discipline and safety records (infractions and/or offenses
occurring after the closing of the posting and before the filling of a
vacancy may preclude a candidate from consideration for selection); have
the ability to work any and all shifts and/or locations as assigned or
directed; be available to work twenty-four (24) hours per day, seven (7)
days per week; and have the ability to work with a diverse workforce.
*Substitutions
Include:* a high school diploma or equivalent (G.E.D.) with the ability to
comprehend, communicate and respond to instructions, orders, signs,
notices, inquiries, etc. in English and additional years of experience as a
systems or financial analyst in the specified areas may substitute for the
degree requirement
