Minimum of 8 years’ experience in a particular technical and/or business
application which is beyond the requirements addressed in the Project
Manager III and Programmer/Analyst III Job Classification/Title as defined
in a Project Definition/Specifications.
Strong understanding of Business Analysis methodologies, principles,
procedures, and practices, tools and techniques, and documentation

Demonstrated experience documenting quality requirements, use case
specifications, modeling and workflows
Expert in Unified Modeling Language, Prototyping tools, Visio, PowerPoint,
MS Office Tools
Effective in verbal and written communication
Problem-solving and trouble-shooting skills
Must have a desire for achieving excellence in customer satisfaction,
process and product quality and reliability.
Must be extremely detail-oriented with respect to documentation and
communication.
DESIRABLE SKILLS/EXPERIENCE         # Years’ Experience        Clients
5+ years’ experience with large scale, complex technology-oriented projects

5+ years’ experience on projects involving large scale system integration
vendors
Experience with in New York City government or similar organizations,
preferably on large scale, complex technology-oriented projects

Minimum of 8 years experience in a particular technical and/or business
application which is beyond the requirements addressed in the Project
Manager III and Programmer/Analyst III Job Classification/Title as defined
in a Project Definition/Specifications.
Hands-on experience working as part of a team on large programs
Operations background with experience evolving and developing significant
technology platforms.
Experience with business process, workflow analysis and system modeling
tools (i.e., Data Flow Diagrams, Process Models, Process Maps, context
diagrams, UML diagrams, ERD, Data Models, Use Case Models and Scenarios)
Experience analyzing business processes, workflows and evolving operations
using process improvement preferably using standardized methodologies.
Good perception of systems development lifecycle (SDLC) methodology
including: requirements, design, development, test, implementation, rollout
and production / application support
Working knowledge of multiple SDLC methodologies including waterfall,
iterative and agile
Working knowledge of IV&V methodology
Hands on with prototyping and wireframing.
Ability to collaborate with diverse organizations and individuals to
accomplish common goals
Ability to conceptualize, document and communicate business & technical
constraints and requirements (functional and non-functional)
Proven ability to deliver clear, accurate and timely Business Requirements
and Functional Specifications
Previous experience software development, QA testing, systems integration
and/or software configuration, and vendor’s COTS product is beneficial
Effective in verbal and written communication

Minimum of 8 years experience in a particular technical and/or business
application which is beyond the requirements addressed in the Project
Manager III and Programmer/Analyst III Job Classification/Title as defined
in a Project Definition/Specifications.
Strong understanding of QA methodologies, procedures, and documentation

Demonstrated experience writing test plans, test requirements and test
cases
Knowledge of automated testing methods and creating scripts using Load
Runner, Load UI, Rational Functional Tester, SilkTest, Mercury QTP or other
tools
Demonstrated knowledge and experience in technical aspects of software
solution being tested
Effective in verbal and written communication
Problem-solving and trouble-shooting skills
Must have a desire for achieving excellence in customer satisfaction,
process and product quality and reliability.
Must be extremely detail-oriented with respect to documentation and
communication.
