A Bachelor’s degree in Computer Science, Information Technology, Business Administration, Engineering or a related field from an accredited college or university; 2. At least five (5) years experience implementing health information exchange (i.e. pharmacy, laboratory, radiology, etc.) between major distributed systems; 3. At least seven (7) years experience architecting and designing application integration services using Oracle or similar leading industry Middleware technologies; 4. At least seven (7) years experience developing Business-to-Business (B2B) or Application-to-Application (A2A) web services or HL7 interfaces; 5. At least seven (7) years experience developing enterprise solutions using Oracle WebLogic, Oracle Service Bus (OSB), Service-Oriented Architecture (SOA) suite, Oracle Data Integrator (ODI), B2B and HL7 Adapter products; 6. At least seven (7) years experience installing and configuring Oracle Fusion Middleware technologies including Oracle WebLogic, Oracle Service Bus (OSB), Service-Oriented Architecture (SOA) suite, Oracle Data Integrator (ODI), B2B and HL7 Adapter products; 7. At least five (5) years experience setting up Oracle SOA and OSB for high availability using Oracle WebLogic Cluster, Network Load Balancer (e.g. F5) or equivalent technologies; 8. At least seven (7) years experience analyzing, troubleshooting, debugging, and optimizing Oracle Fusion Middleware software within complex application(s); 9. At least ten (10) years experience monitoring, supporting, and maintaining the normal functioning and performance of the Oracle Fusion Middleware; 10. Experience producing requirements document, system architecture, system design, interface design, data model, data dictionary, database design, configuration management plan, release management plan, and maintenance operations manual. *Desirable Qualifications:* 1. Experience deploying enterprise technology solutions within a health care and/or correctional environment; 2. Experience as an enterprise architect, developing architecture baselines, performing architecture analysis, provide architecture recommendation and developing target architectures; 3. Experience working in a technical lead capacity for large-scale projects implementing mission critical applications; 4. Ability to understand business requirements and translate them into functional and technical requirements; 5. Knowledge of state IT policy and governance processes; 6. Strong analytical skills to assess current applications and identify improvement opportunities; 7. Experience mentoring and training team members on the design, coding and configuration of the solution; 8. Must be a team player, process-driven, and documentation-oriented; 9. Excellent written and verbal communication skills; and 10.
