This position is to manage a team to implement all aspects of physical
database administration including schema management; security, setup,
installations, upgrades, patches, backup and recovery, space management,
performance tuning and capacity planning for Oracle and SQL Server.

The Database team is composed of 5 database administrators/developers. The
team supports over 250+ databases. The team coordinates with client,
server, network, and database/data warehouse personnel to support and
develop the underlying IT architecture.

This position is intended to oversee new database systems/upgrades on
projects such as license consolidation, implementation of business
continuity/disaster recovery environment (BC/DR), "big data" appliance,
Oracle Primavera/P6 Analytics, Esri ArcGIS (v.10 and Roads and Highways),
and Agile Assets. The position will provide hands on database support for
existing systems. In addition, this position will be required to assess
database designs and perform developmental tasks for our ongoing database
development efforts.

*Required Technical Skills:*

·              Will have a cell phone with email and text capability and be
on-call as scheduled or needed

·              Will have ability to remote into GDOT network from home as
needed

·              Demonstrated project experience in implementing data
replication and business continuity database configurations

·              5+ Years hands on administrative experience with Oracle
RDBMS versions 9i - 11gR2 on Solaris/Linux or SQL Server 2005 -2008 R2 on
Windows Server/SharePoint farm

·              5+ Years hands on experience in managing backup, recovery
and high availability scenarios for Oracle RDBMS including RAC and ASM, on
Solaris/Linux

·              5+ Years hands on development and tuning of databases in
Oracle/SQL Server

·              3+ years of hands on query experience with SQL /PL/SQL

·              3+ Years hands on administrative experiencing with Esri
ArcGIS ArcSDE databases using Oracle/Oracle Spatial

·              Experience with Oracle OEM and SQL Server PTO/TSQL database
monitoring tools

·              Experience with Oracle DataGuard, Oracle GoldenGate, Oracle
Streams, and Oracle GRID Control

·              Strong SQL and UNIX scripting skills for job automation and
batch data loading

·              Knowledge of indexes, index management, and statistics

·              Oracle and SQL Server database space management/storage
design and capacity planning according to best practices

·              Oracle RMAN Backup and Recovery techniques

·              Demonstrate ability to effectively communicate verbally and
in writing with all levels of staff and management

·              Demonstrate ability to generate entity relationship
diagrams, create database documentation, data dictionaries, document system
architecture, processes, procedures, and scripts

·              Strong knowledge of computer hardware, servers, network, SAN
technologies, and I/O subsystems

·              B.S. in Computer Science or related discipline

·         Overseeing the support/administration of 250+ Oracle and SQL
Server databases in Production, Test and Development environments

·         Installing and upgrading databases, administrative utilities,
scripts, and server operating systems

·         Minimizing system downtime and service interruptions

·         Ensures restoration of system and business activities

·         Maintaining database security and passing audit inspections

·         Quality assurance of database development and administration

·         Allocating database storage, administrator, and licensing
resources

·         Monitor, tune, and optimize database performance

·         Controlling and monitoring user access to databases

·         Implement user authentication and validate databases security
protocols across systems

·         Maintaining standby, backup, and recovery databases/scripts

·         Maintaining archived databases

·         Implementing highly available architecture for core business
databases

·         Implementing database standards and procedures

·         Improves quality of database development

·         Implements enterprise solutions, mitigates dependencies, performs
clean-up, and retires legacies

·         Leverages enterprise capabilities to reduce time, rework, and/or
improve business value

*Budget*

·         Assesses resources required to support team operations and
achieve desired goals

·         Submits budget estimates during fiscal planning cycle of each year

·         Submits annual requests to obtain research, TPWP, or other funding

·         Initiates and monitors purchasing/procurement requests

·         Facilitates execution of contracts, professional services, or
support agreements

·         Ensures employees update and correctly account their billable
time within timecards weekly

·         Monitors expenses and approves invoices/vendor deliverables for
payment

·         Manages expenses to be within annual fiscal year budget
allocations

·         Implementing the Transportation Planning Work Program (TPWP)
Chapter 9 – Business Continuity and Disaster Recovery

·         Consolidates database architecture, assets, products and versions
supported to reduce licensing costs

*Personnel, contractors, consultants*

·         Implements performance management processes and individual
development plans

·         Maintains employee performance notes

·         Actively coaches, motivates, or implements corrective action for
employees to demonstrate leadership behaviors

·         Improves employee technical skills, team dynamics, and customer
interactions

·         More than 30 days in advance, finalizes arrangements for
employees to attend scheduled classes

·         Assigns goals, priorities, and tasks to team members

·         Actively monitors employee work activities, time allocations, and
recordkeeping on tasks

·         Conducts regular team meetings/events to review progress, develop
the team, and address administrative items

·         Justifies staffing needs. Anticipates vacancies due to
resignation, retirements, and other life events. Expedites filling critical
positions. Completes interviewing, hiring, and ramp-up of new employees.

*Administration*

·         Ensures employee work/time is correct accounted for in project
plans, REMEDY, or other systems

·         Assigns HD tickets within two (2) business days

·         Weekly, reviews HD tickets and work logs are correctly updated

·         Every two (2) weeks, reviews project tasks. Actively rebalances
or distributes workload. Verifies project plans (e.g. Project Web
Access/Primavera) are updated weekly no later than close of business Friday
with actual work, remaining work, and notes for not meeting baseline
estimates

·         Maintains application, code, scripts, and artifacts, and
associated documentation in source control system (e.g. ClearCase).

·         Performs code reviews, ensures check in, and coordinates approval
prior to production deployment or use

·         Actively develops and maintains the team knowledge base and
SharePoint team site

·         Documents workflow processes and procedures

·         Implements new controls, standards, policies, or procedures as
needed

·         Verifies employees perform tasks correctly

·         Maintains inventories of managed assets, systems, and licensing.
Updates inventory prior to distribution or deployment

·         Validates usage is compliant with vendor licensing model

·         Completes property transfer sheets in no less than two (2)
business days upon redirection of equipment to other employees or locations

*Work assignments and customer requests*

·         Support application teams and their projects to enhance,
troubleshoot and performance tune

·         Processes work requests according to GDOT standards and procedures

·         Prioritizes requests and routes assignment to appropriate team
member

·         Promptly resolves outstanding support tickets and coordination
with external vendors/providers

·         Improves customer relationships and addresses complaints

·         Performing bulk data updates, data replication, and data
migration activities

·         Providing oversight of GDOT contracted efforts for database
development

·         Modifying database structure or deploying schema changes as a
result of new requirements

·         Delivers solutions within approved schedule and budget

·         Constructively works to remove obstacles to project success

·         Provides regular status reports and escalates unresolved issues
to management

·         Develops projects to improve operational efficiency, reduce cost,
and/or improve level of service/quality.

·         Ensures system performance and operations are sustainable,
reliable, and scalable to meet business needs.

·         Supporting IT developer and data warehouse utilization of OLTP
data in IT Projects

·         Reviews deliverables for quality and conformity with
requirements, standards, policies, and procedures

·         Proficient in business requirements analysis, data modeling,
logical and physical database design, data acquisition analysis and design,
data access analysis and design
