Job Title: Oracle DBA

As the Oracle DBA for the Client Encounters project you will be working in
a high intensity, deadline driven environment. Please understand that the
expectation is to complete all job tasks in a timely manner; this will at
times necessitate working hours beyond normal workweek hours. You will be
responsible for database planning, designing, deploying, maintenance and
troubleshooting through all layers of the Software Development Life Cycle.

The Oracle 11g DBA will work as part of the client Database Team and be
responsible for working with all application teams to facilitate the
delivery needs of the project to include:
*    Designs and tests database installation, implementation, and recovery
scenarios. Determines test to use and collects appropriate data according
to established guidelines. Participates in analysis, development and
implementation of unique database recovery plans in response to
client-impacting outages.
*    Works with Oracle Data Architect and IBM ETL development team to
develop an end to end data services solution that satisfies the project
requirements.
*    Oversees the analysis and determination of database performance
characteristics, informational needs and elements, data relationships and
attributes, proposed manipulation, data flow and storage requirements, and
data output and reporting capabilities for more complex databases.
Recommends and implements tuning opportunities to improve system response
and run times.
*    Defines logical attributes and data inter-relationships and designs
complex data structures to accommodate database production implementation,
storage, maintenance and accessibility to enhance performance.
*    Monitors database activity and file usage, and ensures necessary
resources are present. Determines data to collect and analyzes information
as appropriate. Investigates and resolves technical database issues of
significance.
*    Optimizes database accessibility by developing load balancing
architectures and processes to eliminate down time for backup processes.
Limits database accessibility based upon information security level and
ensures data spillage from more secure to less secure databases does not
occur.
*    Implements and supports database security regulations, policies, and
guidelines. Monitors security bulletins to obtain information of potential
threats; installs necessary security patches to ensure ongoing database
security.
 *    Plans and installs upgrades of database management systems (DBMS)
software as necessary to enhance database performance. Researches various
hardware and software products; recommends solution and implements approved
products.
*    Functions as a technical project leader or provides work leadership
for less experienced personnel on a portfolio of databases, including
installations and upgrades of DBMS software and backup/recovery strategies.
Reviews and approves application and database design decisions to ensure
that application solutions exhibit high levels of performance, security,
scalability, maintainability, and reliability upon deployment.
*    Assists project managers in the development of project plans including
detailed project estimates and tasks required for database activities.
Utilizes standard corporate tools to record change and problem activities
for tracking purposes.
*    Integrates databases and commercial of the shelf software; resolves
conflicts between databases and of the shelf software, operating systems,
and open source applications.

*Qualifications & Requirements:*

*    Bachelor's degree or equivalent combination of education and experience
*    Bachelor's degree in computer science, management information systems,
or related field preferred
*    Minimum of eight (8) years' experience with Oracle DBMS platform
administration (Oracle database design or maintenance) in a Linux
environment including support, problem determination, and troubleshooting
that is beyond the requirements of a developer or senior developer
*    Minimum four (4) years' experience as a database administrator in a
large IT environment preferably in an Insurance System or large-scale
integrated healthcare claims processing system
*    Minimum of three (3) years' experience in the installation and
operation of a database in an Insurance System or large-scale integrated
healthcare claims processing system
*    Minimum two (2) years' experience implementing database security

*MANDATORY SKILLS/EXPERIENCE*
*    Experience working with relational data modeling
*    Experience working with data warehousing
*    Experience working with relational databases such as Oracle 11g, SQL,
PL/SQL, etc.
*    Experience working with database development methodologies, design and
implementation
*    Experience with Oracle DB Partitioning and Transportable Table Spaces
*    Experience working with database and system maintenance procedures
*    Experience working with database creation techniques and database
management systems (DBMS) features
*    Experience working with Oracle database performance tuning
*    Strong experience in maintenance and balancing Oracle DBMS components.
*    Experience in deploying Oracle Databases in a highly available
environment.
*    Experience with performance testing of Oracle based applications to
determine CPU and memory utilization.
*    Analyze all aspects of the existing infrastructure and recommend
modifications that will enhance system reliability, availability,
serviceability and scalability
*    Work with teammates and other teams to identify and address systems
problems.
*    Perform incident and problem resolution
*    Ability to generate reports and troubleshoot system performance
*    Ability to research open source technologies
*    Excellent interpersonal relations, communications, people skills and a
self-starter

*DESIRABLE SKILLS/EXPERIENCE:*
*    Experience with X12/EDI 837 and NCPDP claims is highly desirable
*    Experience with IBM Infosphere Data Stage and WTX
*    Experience in a corporate IT environment
*    Experience in a customer-facing corporate environment
*    Understanding of business process software
*    Understand and experience in disaster recovery, backup and restore
processes
*    Good analytical and problem solving skills
*    Good programming skills for database management and general software
*    Good communication skills
*    Leadership skills to guide work teams
*    Ability to work in a team environment
*    Ability to anticipate problems and take decisive action
