Key Responsibilities:

* Managing the development and implementation of an Information Technology
(IT) PMO for new projects; institutionalizing a Project Management (PM)
life cycle methodology, and aligning the PMO vision with the overall
organizational vision
* Managing the 90-day new project start-up process, supporting successful
Integrated Baseline Reviews (IBR) with the customer, and supporting project
close-out activities
* Collaborating with the PMO Director in defining and establishing an
Earned Value Management System (EVMS) as needed to meet project-specific
requirements
* Collaborating with  the QMO Manager to define and establish the
appropriate Quality Management System (QMS), based on project and client
requirements; such as Capability Maturity Model Integration (CMMI),  ISO
9001, Six Sigma, and Information Technology Infrastructure Library (ITIL)
* Collaborating with the project scheduler to identify project milestones
and report project status to management
* Collaborating with project managers in establishing Deliverables and
Release Management Processes
* Ensuring new project team members are trained in the use of the
organizational Process Asset Library (PAL)
* Identifies non-compliances and risks to senior management, and
collaborates with management to develop mitigation plans
* Supporting the hiring and coaching of the PMO team for new projects
* Developing and managing project deliverables
* Conducting schedule and document reviews
* Supporting the project manager in managing daily project activities, as
needed

Required Skills

* Strong multi-project management skills with experience in organizing,
prioritizing, planning, and executing multiple high-risk,
 high-visibility, large-scale projects from definition through
implementation
* Comprehensive knowledge of full lifecycle project management, software
development, and infrastructure deployment      methodologies and industry
best practices
* Familiarity with quality management programs and methodologies, such as
ITIL, Six Sigma, and CMMI
* Ability to identify project status through the use of Microsoft Project
* Familiarity with Earned Value Management principles
Required Experience

* 3-5 years of progressive IT program and project management experience
* Bachelor's degree from an accredited college/university; Master's degree
from an accredited college/university is preferred
* Project Management Professional (PMP) certification from the Project
Management Institute (PMI) is preferred
* Experience supporting or participating in government client program
reviews, such as an Integrated Baseline Review
* Experience developing management plans, and status reports
* Strong written and verbal communication skills with the ability to
interact with various levels within the organization
