Job Description:REQUIREMENT DETAILS: Data Analyst/Administrator Location:
Springfield, IL Duration: 3-6 months with Strong possibility for extensions
Interview Process - 2 phone interviews. Possibility of face to face (very
slim chance) Additional Info: Desired Skills: Candidate does not need to
have all the skills. The more the better. Candidate must have EXCELLENT
communication skills to be considered. Visa: US Citizen or Green Card
holder. Data Analyst/Administrator - This is not a DBA Position - (Process
area focus, data model, data exchanges, data dictionary, data inventory,
data mappings) Description: The role of the Data Administrator is to
understand the data in, and interfaces to, information in enterprise
applications and is thus the interface between the end users and their
data. As such, the Data Analyst will work with users to identify the
information they need, what it means, where it is to come from and when and
what the quality expectations are. The Data Administrator works with the
database designers, DBA and other parties to ensure that user`s
expectations are continuously met. Working with the Enterprise Data
architect, the Data Administrator is responsible to architect a
non-redundant view of state data assets for an assigned functional area.
The Data Administrator will possess strong functional knowledge of their
assigned functional area. The Data Administrator will create a 3rd normal
form logical data model, for their assigned functional area that is an
extension of the integrated, enterprise data model core. The Resource
should have a working knowledge of the National Information Exchange Model
(NIEM) and the identification and creation of data exchange points. The
Data Administrator will have specific knowledge and experience in analyzing
data derived from multiple, disparate data sources. The Data Administrator
will create an inventory of current state data assets and databases for
their functional area. The Data Administrator will create data flow
diagrams for their functional area. The Data Administrator will apply best
practices and standards for managing state data assets. The Data
Administrator will coordinate with Information Exchange Package Document
developers to created automated, XML based data exchanges. The Data
Administrator will coordinate with functional area data subject matter
experts to inventory and model data assets. Ability to create a 3rd normal
form Data model for assigned functional area A strong understanding of the
assigned functional area (Financial Management, Procurement ,etc) Data
conversion and migration experience Ability to create comprehensive data
conversion and migration plan for assigned functional area The ability to
identify opportunities for cross organizational data sharing. The ability
to document opportunities to replace manual or outdated data interfaces and
exchanges. Working knowledge of the National Information Exchange Model
(NIEM) The ability to identify and document data exchange points
Understanding of the NIEM core model for data exchange The ability to
create a data flow diagram. Understanding of data cleansing and Extract,
Transformation and Load methods and techniques and tools Working knowledge
of data warehouse design and implementations Understanding of data archival
and backup methods and techniques The resource should have experience and
expertise in transforming multiple data structures (e.g., IMS, VSAM, DB2,
Oracle, SQL, CSV). The ability to create and maintain a data dictionary for
assigned functional area Map ERP / Best of Breed solution data to NIEM
Federated Model Identify legacy data and sources required to be migrated
Create Cut-over plan for data migration Working knowledge of data
management tools Expertise and experience with ERP data integration
solutions is highly desired. Ability to coordinate complex data sharing
initiatives with multiple agencies within a functional area Exceptional
communications and persuasive skills


Job Requirements: Qualifications: Requires the knowledge, skill and mental
development equivalent to four (4) years of college (Degree preferred) and
at least four (4) years of professional experience as a Data Administrator
(or equivalent). The ideal resource should hold a current certification as
a Data Administrator of data Analyst, equivalent professional certification
or proven life experiences.
