Should be able to work independently in the development of a complete solution, based on agreed upon design. Must have experience in an iterative development process including multiple feedback phases. Must have experience unit testing his/her own code for high quality delivery, and should have experience documenting architecture, design and development (both in-code and in supplemental documents).
